Invitation to Bid
FY26 Large Patch Pavement Repair Program

Only electronically sealed bids will be received by Ada County Highway District (ACHD) until 3:00 pm, Wednesday, April 22, 2026, at which time they will be publicly opened via Zoom. Be advised that ACHD may have more than one (1) bid opening scheduled for Wednesday, April 22, 2026, at 3:00 pm. ACHD will conduct the bid openings scheduled for that date and time individually and in an order established solely by ACHD that best suits its business needs. All proposals must be electronically sealed and submitted via ACHD's eProcurement portal https://procurement.opengov.com/portal/achdidaho. Manual/Paper bids will be deemed non-responsive.
In accordance with the plans and specifications, this work shall consist of replacing deteriorated asphalt at six locations in Ada County. Work at each site includes asphalt removal, base preparation, paving, and restriping. One location will also include pedestrian ramp improvements. See Special Provisions SP 11554 – Construction Staging and Traffic Control Plan and Supplemental General Notes for date requirements, construction allowances, and important information for each segment.
The work shall be completed in its entirety on or before September 25, 2026. The completion dates are predicated on the intent of ACHD to issue a Notice to Proceed to the Contractor on or about May 26, 2026. ACHD shall be entitled to Liquidated Damages of $3,000.00 for each calendar day of delay in the completion of the work. A delay on one portion of the project does not justify delays on other portions of the project.
All questions or requests for clarification regarding this Invitation to Bid, including the content and requirements of the Bid and Contract Documents, must be submitted in writing through the "Question and Answer" section of the ACHD eProcurement Portal and no later than 12:00 pm on Friday, April 17, 2026. Questions submitted by any other method, including manual delivery or email, will not be accepted, nor will questions be accepted after the designated Question and Answer deadline. Bidders are strongly advised to observe the stated deadline for submitting inquiries. To ensure timely receipt of updates, bidders are encouraged to select “Follow” on this Bid within the eProcurement Portal to receive automated email notifications when responses are posted. Notwithstanding such notifications, it remains the sole responsibility of each bidder to regularly monitor the eProcurement Portal for updates and responses. Any interpretation, clarification, or modification of the ITB that may affect its substance will be issued only in writing in the form of an Addendum and will be made available through the eProcurement Portal. It is the bidder’s responsibility to review and acknowledge all Addenda prior to submitting a Bid.
Proposals must be accompanied by an original or photocopy or electronic version, e.g. PDF, FAX, etc. of certified check, cashier's check, or a bid bond (collectively referred to hereafter as “Bid Security”) issued by a surety authorized to issue such bonds in the State of Idaho, in an amount of ten percent (10%) of the total amount of the proposal submitted.
The right is reserved to reject all proposals or reject any proposal not conforming to the intent and purpose of the Contract Documents whenever such action appears to be in the best interest of ACHD. Award of a contract pursuant to this invitation may be delayed, without penalty, for up to sixty (60) calendar days after the date of bid.

In accordance with the plans and specifications, this work shall consist of the rehabilitation of the roadway pavement by removing existing pavement surfaces and base and placing new material. Coordination of the Right of Way Permit from the Idaho Transportation Department (ITD) to tie in Deep Canyon Drive to State Highway 16.
The work shall be completed in its entirety on or before July 20, 2026. The completion dates are predicated on the intent of ACHD to issue a Notice to Proceed to the Contractor on or about June 5, 2026. ACHD shall be entitled to Liquidated Damages of $1,250.00 for each calendar day of delay in the completion of the work. A delay on one portion of the project does not justify delays on other portions of the project.

REQUEST FOR PROPOSAL

Sealed proposals for FY26 Commuteride Vans will be received within Ada County Highway District (ACHD) eProcurement portal, https://procurement.opengov.com/portal/achdidaho, until 3:00 pm (local time), Wednesday, April 22, 2026, at which time the proposals will be publicly opened via Zoom.
All prospective respondents are strongly encouraged to attend a Voluntary Pre-Submission Meeting and Proposal Workshop at 1:00 pm on Monday, April 13, 2026. The meeting will be conducted either via Zoom or in person at the ACHD Headquarters, located at 5800 North Meeker Avenue, Boise, Idaho 83713. During this meeting, ACHD will provide guidance regarding the preparation and submission of proposals.
All questions or requests for clarification regarding this Request for Proposal (RFP), including the content and requirements of the RFP and Documents, must be submitted in writing through the "Question and Answer" section of the ACHD eProcurement Portal and no later than 4:30 pm on Wednesday, April 15, 2026.
Questions submitted by any other method, including manual delivery or email, will not be accepted, nor will questions be accepted after the designated Question and Answer deadline. ACHD will conduct the bid openings scheduled for that date and time individually and in an order established solely by ACHD that best suits its business needs. In accordance with the plans and specifications, this work shall consist of widening Linder Road from Overland Road to Franklin Road to five (5) lanes, including a new four (4) lane bridge over I-84. The project also includes new curb gutter and 10' buffered multi-use pathways, replacement of the Ten Mile Creek Bridge, stormwater improvements, irrigation pipe replacements, and two (2) Pedestrian Hybrid Beacons.
All work involving irrigation and/or bridge work shall be completed no later than March 15, 2027, unless otherwise approved by the irrigation district. All other work shall be completed in its entirety on or before November 5, 2027. The completion dates are predicated on the intent of ACHD to issue a Notice to Proceed to the Contractor on or about June 1, 2026. ACHD shall be entitled to Liquidated Damages of $5,000 for each calendar day of delay in the completion of the work. A delay on one portion of the project does not justify delays on other portions of the project. The contractor shall be liable for any and all damage charges filed as a result of the disruption of irrigation water delivery. Liquidated damage assessments shall be cumulative and concurrent.
