Neighborhoods Can Plan Ahead for Winter With a No-Cost Snow Removal Permit

ADA COUNTY- This winter, the Ada County Highway District is once again allowing independent contractors to plow snow in residential streets within ACHD's Right of Way.

When winter weather hits, ACHD strategically prioritizes roadways for clearing snow and ice. Since residential areas are considered Priority 3, it may take time for plows to reach neighborhood streets before the snow melts, or the next storm moves in. Snow removal permits allow Homeowners Associations, Neighborhood Associations, and citizens to hire contractors to plow roads in their neighborhoods or subdivisions.

Citizens and contractors must fill out a snow removal permit application. Once the permit is approved, it is issued free of charge.

As part of the application, the permit must include a map showing the streets that will be plowed. The permit will only be valid for the locations shown on the map in the application.

Those applying for permits must also include proof of liability insurance of at least $500,000, naming ACHD as an additional insured on vehicles that will be working within the Right of Way.

Those with permits must follow federal, state, and local laws. Contractors cannot place snow where it will block sidewalks, driveways, fire hydrants, storm drains or roadways. Where possible, snow should be placed in an empty lot or common lot in the neighborhood with permission from the property owner or HOA.

Permits for this season are valid until April 30, 2022.
