On Wednesday, June 15th, the Ada County Highway District
Commission voted to select Alternative D as the preferred concept for the
Broadway/Warm Springs/Ave B intersection. However, in order to minimize the
impact to businesses recovering from the closure of the Broadway Bridge, and in
order to coordinate with other proposed construction projects in the area, the
Commission also directed staff to delay the design of the project for several
years. Funding years for design, right-of-way, and construction phases will be
identified during future updates of the Integrated Five Year Work Plan. In
summary, construction of this concept will provide bike lanes on Broadway Ave,
Avenue B, and Warm Springs. It will also provide a multi-use pathway connecting
Broadway Ave to Warm Springs Ave through the Dona Larsen Park. Two pedestrian
signals will be installed to improve safety for those crossing Broadway Ave and
Avenue B. Finally, improvements will be made at the intersection to provide
more pedestrian space and improve traffic signal operations.

May 25 – 4:30 p.m. Work Session
At a work session the ACHD Commission will review public input received on the Broadway/Warm Springs/Avenue B Intersection Concept.
June 15 – 6 p.m. Commission Meeting
The intersection Concept will be presented to the ACHD Commissioners for a decision on Wednesday, June 15, 2016. The meeting will begin at 6 p.m.; however, this project is one of several agenda items and may not be the first item discussed. ACHD staff will make a brief presentation followed by an opportunity for public comment before the Commission acts.

The Broadway/ Warm Springs/ Avenue B intersection is a busy intersection, linking several neighborhoods to Downtown Boise and is the gateway to St. Luke’s Regional Medical Center. In addition, Warm Springs Avenue provides access to Lucky Peak and other recreational opportunities.
ACHD and the City of Boise have begun a study to evaluate alternatives to address the safety and congestion of this intersection. The study will result in recommended improvements to better serve the needs of everyone who uses the intersection.
The study is anticipated to be complete by Summer 2016. At that time, a preferred configuration, based on input from the community, will be identified, and a concept design will be completed.
The improvements will allow the intersection to safely accommodate present and future traffic volumes, and all users, including bicyclists, pedestrians and persons with disabilities.
