ACHD's Legal Department is comprised of our General Counsel, Steven Price, Staff Attorney, Scott Spears, Staff Attorney, Paul Boice, and Administrative Assistant Ruth Miller. The department advises the ACHD Commission and staff on all legal matters, works on right-of-way acquisitions, hires outside counsel, and represents the District in court and before legislative bodies.
